One secret is – In the past when I was learning how the IRS worked, I used to go into appeals conferences unprepared. Sure I would do all the case research involved. I would document the reasons for our position with citations to cases in the 5th circuit if it was a Texas case. But what I didn’t do was meet with the appeals officer ahead of time to view their records and see what they were relying on to support their case. Many people don’t know that the taxpayer has the right to do that.
Another secret to appeals is to try to use the taxpayer advocate’s office at the same time you file an appeal, if time is of the essence. This way you may be able to get faster results. Yet another secret is to understand the difference between the two types of collection appeals, so you can use the correct one.
